Strategic Visioning

School Districts and other organizations wishing assistance in long and short range planning can look to Strategic Studies for a customized model of strategic planning. STRATEGIC VISIONING is directed by a consultant trained as a facilitator in Strategic Planning and who has worked with school districts and organizations in Illinois and other states. STRATEGIC VISIONING includes the following areas:

  • Believe Statement
  • Mission Statement
  • Parameters
  • Internal Analysis
  • External Analysis
  • Critical Issues
  • Goals
  • Objectives

The process includes team building, group consensus, and other customerized strategies. Three stages of planning may be utilized:

  • PHASE ONE: Long Range Strategic Plan (Three to Five Years)
  • PHASE TWO: Establishing Action Teams (Facilitation, Training of Team Leaders, and Implementation)
  • PHASE THREE: Annual Review (Ongoing consultation, technical assistance and end of the year facilitation)

Each stage is reviewed as a separated entity. At the completion of each phase, the organization may select to proceed to the next level, choose not to use the facilitators, or terminate the process.

The result of STRATEGIC VISIONING may be:

  • integrated with the District's School Improvement Plan
  • used in report to public under the Illinois School Recognition Process
  • used in goal development

School Improvement

Strategic Studies can assist school districts in compiling documents for School Improvement Programs. Many states across the nation have regulations that require school districts to provide evidence of plans to improve the academic success of students, Strategic Studies provides consultants trained in school improvement process and assessment development to facilitate individual district planning. Programs may be developed for nay of the six fundamental learning areas of Languages Arts, Mathematics, Science, Social Science, Fine Arts, and Physical Development and Health.

The School Improvement Process builds on work already developed in the District. District administrators and staff are involved in the project. A typical planning model may include:

  1. Analysis of existing school district conditions including student characteristics, community characteristics, and perceived need of students.
  2. Compilation of learner goals, outcomes and/or standards written to date, in the fundamental learning areas, with notation of compliance requirements where necessary.
  3. Organizations of standards, expectations, and assessment measures aligned to learner outcomes.
  4. Analysis of assessment data.
  5. Project and calendars for activities needed for implementation
  6. Forms, timetables, and other data sheets to be developed as needed.

The completed project will consist of a document which can be used by the District for reporting to a variety of publics. The document is a valuable planning document for further evaluation and improvement of the written, taught and assessed curriculum. Depending on the needs of District the document ma include all or some of the following sections:

  • School Demographic Characteristics
  • Learning Standards, Benchmarks, and Targets (Expectations)
  • Instruments and procedures for Assessin Student Knowledge and Performance
  • Analysis of School-Level Summary Data
  • Evaluation
  • Establishing New targets (Expectations) and Implementing to Increase Student Performance
  • Reporting

Curriculum Audit

A curriculum audit will provide a comprehensive review of the written, taught and assessed curriculum in school(s) and provide an unbiased evaluation for the district. The curriculum audit is based upon generally-accepted concepts from the "effective schools research."

The curriculum audit's scope is centered on curriculum and instruction. The audit is an intensive, focused, look at how well a school system has set valid direction for pupil accomplishment and well being, concentrates its resources to accomplish those directions, and improves its performance over time.

A curriculum audit is an independent examination of the three data sources: documents, interviews, and site visitations. These are gathered and validated to reveal the extent to which a school district is meeting its goals and objectives. A public report is issued as the final phase of the auditing process.

The purpose of the audit is to determine the extent to which officials and professional staff have developed and implemented a sound, valid, and operational system of curriculum management. Such a system would enable the school system to make maximum use of its human and financial resources to educate the students it serves. Such a curriculum management system ensures patrons, citizens, and taxpayers that their financial support has been optimized under the conditions in which they function.

The Curriculum Audit centers its focus on the main business of schools: Teaching, Curriculum, and Learning.

Local Community Survey

The perceptions of the general public about local issues, services, and programs are important input to the formation of public policy. Local government groups like the Park and Recreation Department, the Public Library and City Council are all elected representatives of the local community. One of the most effective ways to be able to better understand the attitudes of citizens in your community about the programs, activities, and objectives of your area of responsibility is to interview a scientifically selected sample of these people using a standardized interview.

Strategic Studies has conducted a number of such surveys for several local government groups. Strategic Studies can help you determine.

  • Perceptions regarding the policies and programs you administer
  • Local citizen involvement with the programs
  • Sources used to gather information programs and facilities
  • Any other pertinent information you would like

Strategic Studies will work with you in the development of a survey project that will be tailored to your specific concerns and needs. Included in this process are such things as the development of the questionnaire, a plan for sampling and case-management protocol, the design of preliminary tabulation specifications, and the time frame for the project.

Information gathered by a professional survey can provide a valuable resource to your district or school. You will be provided with a final report presented in both text and graphics in an easy to read and understanding format. A presentation of the findings can be made. The resource can be used to assist decision-making that will affect the district and its operations.

Resources

Strategic Studies maintains a data bank of questions for a community survey. The following documents provide additional resource for the project:

Polling the Attitudes of Community on Education, Phi Delta Kappa Publications from the national School Public Relations Association.
Establishing Educational Priorities Through the Illinois Problem Index, ISBE
Parent, Teacher, and Student Opinion Inventories, National Study of School Evaluation

Cost

The cost of the Local Community Survey dependents on the type of survey conducted, amount of analysis, size of sample, and additional requests from the District.
